Toby Alderweireld and Moussa Sissoko both interest Roma, with the former offered a four-year deal worth €2.8m-a-year.
Spurs, meanwhile, have tabled a six-year deal to Zaniolo.
However, the key to the agreement will be whether Baldini can settle on a fee with Spurs over the players in question.
