Per The Mail, if they are to nab England star Bellingham from Borussia Dortmund, they must offer Champions League football.
The Reds are also pushing to sign Mason Mount from Chelsea as he is in a contract dispute.
If they do not make the Champions League, however, those pursuits would be tough to pull off.
