Tottenham boss Jose Mourinho will have final say on the future of VitoriaGuimaraes star Marcus Edwards.
Edwards has emerged as a target for Manchester United after an impressive first season in Portugal.
Record says United and Spurs are monitoring Edwards' development and could make an approach in the upcoming transfer window.
Edwards signed a four-year deal with Vitoria that expires in June 2023 and the Primeira Liga side are demanding between £18m-£22.6million for his signature.
And Tottenham have a significant advantage in their battle with United.
Mourinho's side are entitled to 50 per cent of any future sale.
That effectively represents a 50 per cent discount for the north London club.
