Spurs are very keen to sign a striker, as they want someone to serve as backup to Harry Kane next season.
The London club know they have far too few goals in the squad without Kane and Heung-Min Son.
L'Equipe reports the club want Niang for next season.
But the player may want a move to Marseille, where manager Andre Villas-Boas can promise him regular game time.
Niang was a Spurs target in 2011 when he was a Caen player, but they missed out and he went to AC Milan a year later.
The Senegal international, who has spent time in England with Watford, managed 15 goals in all competitions this season.
