Liverpool boss Kenny Dalglish is keen for Pacheco to get some regular first-team football under his belt and was impressed with his loan spell at Norwich last season.
Coventry City were strongly linked with the Spanish forward during the summer, but the move never materialised.
Reports in Spain are now suggesting that Rayo Vallecano are the strong favourites to clinch his signature.
