But Raiola insisted the Norwegian striker's £18million switch from RB Salzburg to the Bundesliga was the right move.
He said, "I think it was the right move to go to Germany.
"Because if you talk about the Premier League and you see the Premier League as the most important point of the pyramid, you need to be careful when you come here."
Raiola suggested Haaland was destined to play in the Premier League, saying he would use his time in Germany to prepare himself for 'the best' league.
"I think he's also preparing himself for the best," said Raiola. "He's so young that he has time to come."
