PSV Eindhoven coach Fred Rutten has questioned the prospect of signing Arsenal striker Joel Campbell.
The Gunners are expected to send Campbell on-loan to PSV for the season.
"I know this lad," said Rutten. "But my technical director cannot act beyond my knowledge. Our club is such that I know who is coming and going.
"Without my permission no one will arrive."
