Portsmouth boss Paul Hart admits the south coast side are paying the price for their Wembley glory.
Portsmouth have been forced to sell off the bulk of their cup-winning team to reduce debts that peaked at £70 million.
He said: "We have been punching above our weight for some time now.
"The financial backing of Alexandre Gaydamak, the genius of Harry Redknapp and the backing from Peter Storrie - they were some great times for the club but it was clear it could not go on forever.
"Nobody was complaining at the time though."
