The Swans have made an enquiry for the Sweden international but have yet to firm it up.
Neil said: "If Swansea offered the money that we couldn't turn down then we will deal with that. That has not been the case.
"There hasn't been any contact from Swansea, apart from the initial approach, which was a few days ago.
"There has been nothing since then. As far as we are concerned it is business as usual.
"I had a conversation with Martin when the initial approach was made just in terms of letting him know the situation.
"But what I said to him was until things come to a level where we are willing to deal with what is an acceptable offer then you are a Norwich City player and you need to focus on your job here.
"That is the bottom line. Until such time as that changes, it is business as usual."
