The young Dane has been the subject of a failed offer from Club Brugge in recent days.
The Athletic says Newcastle football chief Dan Ashworth is also eyeing Højlund.
Newcastle scouts saw Højlund score for Sturm Graz on Tuesday evening in the Champions League qualifier against Dynamo Kyiv.
For the moment, Newcastle are still discussing whether to bid for the 19 year-old.
