The teenager is the son of former Nottingham Forest and Wigan defender Ian Breckin.
Despite having four years remaining on his contract with City, Breckin could be moving on when the season concludes.
He has a difficult pathway to first team football at City, given he is already at an age when he would want to be getting meaningful first team minutes.
Another club in for the talented teenager is Newcastle United, with the Magpies also focusing on signing young players in the summer.
