Newcastle United will not be able to buy Harry Wilson on loan, according to Sky Sports.
Liverpool boss Jurgen Klopp has insisted Wilson will be better served settling down at another club rather than joining on a loan basis.
The Reds are demanding at least £20m for the winger, who enjoyed a fruitful spell with Derby County last season.
However, an initial offer of £15m that would rise to £20m with add-ons could get the deal done.
Toon have now cooled their interest in Wilson, which has allowed Aston Villa to position themselves as the likely destination for the Wales international.
