The French full-back looks set to replace Bacary Sagna, who has departed for Manchester City this summer, after a £7.9million fee was reportedly agreed.
That could rise to £12million with bonus payments but boss Wenger is determined to force through the deal.
Newcastle are already looking at replacements and will allow Debuchy to go once they have a new arrival lined up.
