The Magpies are working on a deal for the highly rated 19-year-old, according to the report, and are said to be in the driving seat.
Newcastle are said to be willing to pay £850,000 for the Scotland u19 international, which is significantly better than the compensation of around £230,000 from Celtic for a cross-border transfer of a player out of contract and under 24.
Joseph has five goals in 16 appearances for the League One side this term.
