The Manchester United winger has joined Werder on a season-long loan after several weeks of haggling between the two clubs.
United manager Ole Gunnar Solskjaer had been eager for Chong to depart for regular first team football next season and the Dutch youngster arrives at Werder with big expectations.
Before the deal was signed off yesterday, Chong had already been cleared by Solskjaer to take part in his first training session at Werder on Sunday.
He told the club's website: “I'm very excited to get to know the team, my teammates and the club. I'm really looking forward to the season.
“When I spoke to the coach, I already knew Werder. I knew how big Werder is in Germany. The decision was very easy for me. The way they approached things was excellent, so it was immediately clear to me: This is the right team for me."
Chong, a Holland U21 international, has a contract with United to 2022. He joined the English giants from Feyenoord four years ago. This season, the winger managed 12 appearances in all competitions for United.
He continued: “I've seen a lot of games. In Germany there are a lot of young players who come up. It's very interesting to see them play. And we also have a young team in Bremen, many players are my age or younger. This is very interesting."
Crucially, Chong will join a Werder locker room which will also feature fellow Dutchman Davy Klaassen. The former Everton midfielder had pushed Chong to make the move to Werder before everything was settled in Sunday.
Chong revealed: “When it became known that Werder might be interested, he wrote to me and offered to call him. That was really good. I used to see him play at Ajax Amsterdam and it's great to be on the same team with Davy Klaassen now."
