Ole Gunnar Solskjaer says Manchester United are looking at "one or two" more signings.
The Red Devils have only brought in Daniel James and Aaron Wan-Bissaka so far this summer.
With Ander Herrera joining PSG, the Norwegian added that the club's plans might change if more players depart.
"We're looking at one or two options, but it depends on outgoings as well - it might be more because if suddenly two, or three will go, you will have to replace players," he said.
United are reportedly in talks to sign Leicester defender Harry Maguire and Sporting Lisbon midfielder Bruno Fernandes.
