Manchester United have been assessing Hirving Lozano for up to seven years.
According to Pachuca president Jesus Martinez, United had their eyes on the 23-year-old when he was a young talent in Mexico.
Now the PSV star is wanted by top clubs around Europe, with United said to be among those with an interest.
Lozano has managed 15 goals and six assists for PSV in 24 Eredivisie games this season.
"What I can say and guarantee is that Hirving has had a Manchester United scout watching him since he was 16," Martinez told ESPN Deportes.
"They have his whole record. They have everything: videos, goals, behaviour, qualifications.
"They are one of the clubs with the best scouts and professionals in that area."
