A spate of injuries in attack has forced Ole Gunnar Solskjaer to consider moves for the January transfer window.
But the Norwegian would also like to strengthen his midfield, with Christian Eriksen viewed as a priority.
Goal says former Brighton midfielder Normann is viewed by United as a "cheap alternative" to more high profile arrivals.
Normann spent time under Solskjaer at Molde during a loan spell from the Seagulls.
Tottenham and Sevilla are also interested in the 23-year-old, who has excelled in Russia this season.
