ESPN claim the Red Devils have moved onto other summer targets after bulking at Borussia Dortmund's asking price of £80m.
Manager Ole Gunnar Solskjaer and assistant Mike Phelan have encouraged the club to pursue a deal for the 19-year-old.
However, Dortmund are unwilling to budge on their demands.
United perceive the fee to be "an overinflated valuation of a player who has just two full seasons of senior football under his belt."
