The Reds have been linked extensively with the Borussia Monchengladbach midfielder with suggestions talks are underway over a potential deal with the price set at €40 million.
But City manager Pep Guardiola is also interested in the player as he looks to reshape his squad and add even more depth in the midfield.
The current Premier League champions are even being tipped to offload one of their star players, with Raheem Sterling one rumoured to be on his way out.
And Neuhaus could arrive as his replacement.
