The Citizens are likely to lose Leroy Sane, who wants a move to Bayern Munich.
And the Daily Mail is reporting that if Sane does leave for Bayern, City would seek a replacement in the form of Bailey.
The 22-year-old is left footed, much like Sane, but he excels with his right foot as well.
Guardiola would like someone who can play on the left and right wing, which Bailey can handle.
And Leverkusen wanting £40 million for the winger should not be a problem for a club with City's riches.
