Manchester City are pushing to sign Hamburg winger Tatsuya Ito.
Off contract in June, the Hamburger Morgenpost says City are in contact with Ito's management about a Bosman move to England.
The Japanese youngster, 20, is also interesting Inter Milan.
His adviser, Jun Yamazaki, has confirmed a first round of talks about a new contract: "It went well, we have now begun contact."
City's plan is understood to involve Ito spending time away on-loan to continue his development before eventually introducing him to the City first team.
