The Borussia Dortmund midfielder is one that manager Jurgen Klopp has targeted over several years.
However, media reports throughout England confirmed a few months ago that Liverpool were backing away from the race.
Now it appears they may be set to lose out on their alternative as well.
The Reds had assessed Bayern Munich midfielder Ryan Gravenberch, but The Mirror states they may be beaten to that signing as well.
Manchester City are looking at Gravenberch as a Bellingham alternative as well, with the latter expected to join Real Madrid.
