Manchester City have proposed a double deadline for the summer transfer window.
At the moment English clubs are unable to buy players after August 8.
This puts them at a disadvantage compared to other European clubs who are able to sign players until the start of September.
The Daily Mail says City want one deadline for domestic deals and one to sign players from foreign clubs.
City put forward the proposal to a shareholders meeting on Thursday.
There has been discontent among clubs this summer with foreign clubs attempting to sign their players more than three weeks into the new season.
The new proposal would allow clubs to replace players should they wish to depart abroad.
