Manchester City have positioned Kalvin Phillips as their primary transfer target after Erling Haaland.
The Sky Blues have secured Haaland from Borussia Dortmund, but want to add a midfielder for depth and rotation options.
According to the Daily Telegraph, Phillips has moved ahead of international teammate Declan Rice in City's thinking for the midfield position.
Leeds United are not eager to sell Phillips, but he would be cheaper than Rice from West Ham United.
Phillips was also linked to Manchester United, but would rather go to City, given United's historic rivalry with Leeds.
Such a transfer could allow United to then focus on a move for Rice from West Ham.
