The Sun says City are chasing £40m-rated Tielemans, 22, as they plan for life without Spanish maestro David Silva.
City have already made contact with Tielemans' people.
Monaco's Belgian international has been starring on loan at Leicester, who are desperate to seal a permanent deal.
Guardiola was hugely impressed with Tielemans' performance in City's 1-0 win over the Foxes at the Etihad this month and made a beeline for the midfielder after the game.
