The Dinamo Zagreb starlet is also a target for Manchester United and Real Madrid.
Italian transfer market expert Gianluca di Marzio has revealed City failed with an €8.5 million offer for 16 year-old Halilovic.
Dinamo insist the teen won't leave for less than €20 million.
