Proposals, seen by BBC Sport, have been discussed amongst some of Europe's top clubs, with the potential for the European Super League replacing the Champions League.
Manchester City boss Pep Guardiola doesn't have a view about whether it is right or wrong but he does feel it might create an opportunity to improve the general standard of competition.
"We cannot lose the things that mean a lot. What does the FA Cup mean? And the leagues? We should make every league stronger. We need quality not quantity. That might mean we have to reduce the teams. But we cannot kill the lower divisions."
