Guardiola does not expect City's long-term targets to be available this month.
"The transfer window is the same in the summer, maybe shorter but it's a chance for the clubs to do something for new players and those who want to leave," he said.
"It's a good opportunity when the season is not going well to do something when you imagine you can do better.
"Sometimes we have done it but normally when you want to buy a player it's for five or six years and that doesn't normally happen in this window. For loan players maybe it can happen but the big clubs don't buy for six months and they are not selling in that period.
"If you have no injuries and you are satisfied with the players as in our case, we decide we are going with the players we have had since the start of the season."
