Courrier de l'Ouest says the 16 year-old defender penned pro terms with Angers last month, but is wanted abroad.
City and Atletico Madrid are chasing Nouri this season, while AS Monaco are keen to keep him in France.
Angers are already fielding offers of up to €10m for the defender ahead of the summer market.
