Ings, an extremely talented attacker, has failed to make an impact at Anfield since arriving from Burnley in 2015.
Significant injuries have meant the Englishman, who has one international cap, has made just eight starts for the Reds.
In his final season with the Clarets, Ings managed to scored 11 Premier League goals.
