Mundo Deportivo says the Reds are looking to strengthen at centre-back after selling Dejan Lovren to Zenit St Petersburg.
And Liverpool are interested in Rudiger, who is among a number of players Chelsea are willing to sell to fund their ambitious summer transfer plans.
The Germany international has two years left to run on his contract at Stamford Bridge, which means it is probably the club's final opportunity to extract a hefty transfer fee.
Rudiger is coming off the back of a campaign punctuated by injury and mixed form which limited him to 28 appearances across all competitions.
