Timo Werner wants to sign for Liverpool if they can meet his release clause by July 15.
The clause of £52m was included in Werner's contract last summer, which expires in 2023.
However, Sky Sports says Liverpool do not intend to make a move for the German before the specified date.
Bayern Munich and Chelsea are both interested in acquiring Werner.
But the 24-year-old prefers a move to Anfield, believing Jurgen Klopp's style is best suited to his game.
The Germany international has lauded Klopp as "the best coach in the world".
Now a deal will be down to whether Liverpool can negotiate a reasonable price if they do in fact decide not to meet the July 15 deadline.
