The Sheffield Star says the 19-year-old has failed to make much of an impression at Sheffield United after moving to Bramall Lane in the summer, making just eight appearances for the Championship outfit.
The loan was due to last until the end of the season, but it will soon be cancelled and the Wales international will return to Merseyside.
It is then highly likely that Woodburn will be sent out on loan again.
Blades boss Chris Wilder insisted the Wales international will still benefit from his experiences with United.
"It's part and parcel of football and, no matter what happens, Ben will be all the better for his time with us," he said three months ago. "You have to learn about all aspects of it, the good and the adversity, to have a long and successful professional career."
"He hasn't done anything wrong," Wilder added. "Just as the boys who have been playing haven't either."
