Jurgen Klopp says Alex Oxlade-Chamberlain and Divock Origi deserved to start Thursday's loss to Burnley.
Roberto Firmino and Mohamed Salah were relegated to the bench, but were both brought on in the second-half.
Asked about his decision, Klopp said: "It's a reaction to the quality in the squad that we have to use.
"We've got a lot of games and we need to make changes. That's the only reason.
"Ox and Divock have trained really well these last few weeks so we need to use them."
