Fowler says the club shouldn't keep hold of the striker if he wishes to leave this summer.
He told the Mirror: "If he wants to leave, let him do it.
"I'm not going to give in to Salah. I love him, but nowadays it's about what the player wants, so the ball is in his half, not Liverpool's.
"If he wants to leave, he should do so. If a player wants to leave, we have to accept it.
"I strongly believe that if they are unhappy, then they should leave. Jürgen Klopp has said the same thing, he does not want anyone in the club who does not want to be there."
