The Reds have been chasing the England youngster for more than a year.
Despite manager Jurgen Klopp being a huge admirer of Bellingham, it is said that the likes of Chelsea, Manchester City and Manchester United may have a better chance of securing his signature.
Per the Daily Telegraph, Liverpool may not be able to compete with other top English sides for Bellingham's signature.
While they did pay a huge fee for Darwin Nunez this summer, it appears that Sadio Mane's sale to Bayern Munich financed that deal.
If Bellingham was to arrive at Anfield next summer, it would require a significant sale of a present star of the team.
