Inter Milan are regarded as favourites for the Belgian, with Napoli also in contact.
Now Sky Italia are reporting Juve have approached United about a price for Lukaku.
Juve are taking advantage of Inter stalling negotiations in the past week.
Inter need to raise funds, most likely by selling Mauro Icardi, before they can raise their offer for Lukaku, which currently stands at a paid two-year loan for €10m with option to buy for another €60m.
