Former Inter Milan chief Ernesto Paolillo believes they will have to sell in January.
Mauro Icardi has been linked with Chelsea.
"I don't know Inter's specific situation regarding what is happening [with UEFA] in Nyon," the former chief executive told FcInterNews.
"The FFP rules are clear, and the losses they've made in the last few years clearly prove that they're outside those parameters.
"There's only one thing they can do - sell players to get others.
"[They have to be] self-financing, there isn't another way."
