The London Evening Standard says the Nerazzurri are in the market for a new centre-half and have opened talks with Chalobah's management team.
New Chelsea manager Mauricio Pochettino is keen to keep hold of youngster.
However, Chalobah wants a place in England's Euro2024 squad and is seeking regular football.
Chelsea are prepared to sell for £25m and Inter are willing to meet the price-tag. Chalobah penned a new deal to 2028 only in November, with a 12 month option.
