Foot Mercato reports that the Tigers are the frontrunners to sign the Norwegian from Greek club Olympiakos.
Elabdellaoui, 25, can play as a right winger or at right-back and could be allowed to leave the Athens giants this month.
Hull boss Marco Silva worked with the former Manchester City youngster at Olympiakos and is understood to be eager to bring him to the KCOM Stadium this month.
