Hull City boss Phil Brown has no money to spend in January.
The Mirror says Brown has been told to forget about splashing out on new signings, including Sol Campbell, in the transfer window.
Brown was aiming to land Campbell on a short-term deal and also sign a midfield replacement for the injured Jimmy Bullard.
But chairman Adam Pearson admits there is no cash to spend and has told Brown to make-up for this by working even harder on the training pitch with what he's got.
Pearson said: "We are a trading club for the next two transfer windows, having to raise funds and lower wages before we can bring in players.
"This is not easy for Phil, especially when other clubs will strengthen.
"However, I know that Phil will respond by working even harder on the training pitch to make sure we utilise every one of our players to their maximum ability."
