The Derby manager is expected to take the Blues job this week.
"Lampard should not simply be surrounded by friends," he said.
“Frank must ensure that he comes to work with people who have the necessary experience in coaching teams. His track record as a manager is of course not very impressive, that's why.
“I got the chance from Chelsea to prove myself. That worked out well, because we were successful (winning in the FA Cup in 1997). Lack of experience does not always mean everything. Chelsea needs a manager that the supporters can identify with. In addition, it is important that the technical staff is put together carefully.
"That can only work to Frank's advantage."
