The Portuguese has impressed in the Premier League this season after achieving promotion last term.
With Graham Potter now sacked, the Blues are looking for replacements immediately.
Per The Mirror, Julian Naglesmann is a serious candidate as well, with co-owner Todd Boehly preferring him.
Another who may come into the picture is former Tottenham boss Mauricio Pochettino.
Silva would be an interesting appointment, given the Blues' experiment with Potter was a spectacular failure.
