Ozil is due to undergo a medical this morning and sign a three-year contract with Fener after securing a release from his Gunners deal over the weekend.
It ends over seven years with the London giants, where the former Germany international won three FA Cups in Arsenal Red.
For Emre, a former Newcastle United star, Fenerbahce's swoop for Ozil is the biggest achievement of his fledgling sporting director career. Now 40, Emre only hung up the boots last year to take charge of Fener's football department. He enjoyed three separate spells with the Turkish giants as a player.
And after greeting Ozil at Istanbul airport on Sunday, Emre spoke to the gathered media about their immediate plans for the new arrival.
Quoted by Fanatik, Emre said on Sunday night: "I say both him and his family are welcomed to our homes. I have a lot to say, but what I have to say will probably be the common thoughts of the entire Fenerbahçe community.
"We hope that it will come true (success). I hope we will have years together when we will win many trophies.
"Mesut is one of the biggest stars of the country's football world. We will win big trophies. We have 2-3 days ahead of us. After that, we will make the expected statements together."
Fener currently sit in second place on the Super Lig table on goal difference from leaders Besiktas.
