The FA are set for a row with Premiership clubs over England's U19 European Championship campaign.
Blackburn's Phil Jones and Aston Villa's Nathan Delfouneso are wanted by the FA for the upcoming European Under-19 Championship in France.
But it is unlikely Sam Allardyce and Martin O'Neill will release the youngsters for England duty.
Jones is already an established member of the Blackburn first team while Delfouneso is expected to stake a claim for a regular slot in Villa's starting line-up.
The pair would miss over two weeks of their club's pre-season preparations if they travelled with England.
