Everton boss Ronald Koeman hopes to be active in January.
The Daily Mail says Koeman is confident he will be given the funds and the time to improve his side.
He will spend in January, with Manchester United's Morgan Schneiderlin and Memphis Depay targets, while he has also signalled bids for Charlton's Ademola Lookman and Swedish prospect Alexander Isak at AIK.
Werder Bremen midfielder Thomas Delaney and Burnley's Michael Keane are also on his wishlist.
"We know that due to the people we have inside the club that this is a project which is for the long term and it does not mean that you are fighting for trophies within six months of arriving at a new club," said Koeman.
