Chelsea scout Piet de Visser says Thorgan Hazard has the ability to make it at Stamford Bridge.
The midfielder is currently on-loan at Zulte Waregem in Belgium.
"A top player must have five tools: Determination, strength, speed, skill and character are all those qualities. Thorgan, is sufficiently covered to now already aspire to the top," said De Visser.
"In terms of physical strength, he must still grow, but his development is already quite good. Thorgan can immediately see where the ball should go, and can also perform."
He added: "Can he do it? He can - if he exercises sufficient patience. In time he can go far, even with Chelsea."
