The highly-rated Romanian midfielder has failed to settle at Hearts since agreeing what could become a massive seven-year contract in a £90,000 move from Atletico Arad in January last year.
The unsettled youngster earned a fine after returning home earlier this month with mother Florica without the club's permission.
Hearts have since made contact but Copil is still in Romania.
However, Frail said: "There has been no word from Dumitru but we'll try and sort it out as quickly as we can. Yeah, I'd like him back, because he was a good player. But every time I read about Hearts' youth set-up, people ask 'why are we not seeing Branimir Kostadinov and Copil?'
"It's for a reason because we don't feel they are good enough at the moment.
"We have other bright prospects and they haven't progressed maybe the way we wanted.
"We'll need to see with Dumitru, but I know he was very homesick."
