It is believed the two clubs have agreed a fee for the England international, thought to be in the region of £3.5million. That means that Rovers are now waiting on permission to begin talks with the 28-year-old in regards to personal terms.
Blackburn chairman John Williams has once again refused to confirm that Robinson's arrival is imminent, but did admit that the situation is moving in the right direction.
"We have made good progress with our bid, but there are still some details to sort out," he told the Lancashire Telegraph.
